Oberon Wycherley, a disillusioned mining engineer, returns to London after years abroad. He's considering leaving England again when his panicked neighbor, American journalist Art Carew, reveals a plot to assassinate Greek industrialist Kairos Doukas on June 15, hoping to incite unrest. Carew, fearing for his life, fakes his death and hides in Oberon's flat. A few days later, Oberon finds Carew murdered. Unwilling to go to the police, Oberon flees to Scotland with Carew's coded notebook, meeting Syd Whatten on the train.

As he deciphers the notes, Oberon discovers the plotters are the Black Stone organisation. A cat-and-mouse chase ensues, with Oberon evading both the plotters and the police. He reconnects with Syd, who helps him hide and seeks assistance from his godfather at MI5. After their transport is sabotaged, Oberon is captured but escapes using explosives.

Oberon and Syd head to Cumbria, where Oberon's innocence is confirmed. They deduce the Black Stone's escape plan involves a coastal manor house and a super yacht. Oberon and Syd's intervention prevents the escape, but Oberon is shot. He survives, and in the epilogue, Oberon is offered a job with the security services alongside Syd, who is revealed to be a spy.
